After fresh installation of nexcloud30 on PHP8.2 have a strange design, black background, unusable link, no scrolable page. So impossible to use Nextcloud, and (see screenchot) impossible to add new user 
My local Nexcloud30 installation work fine with same PHP 8.2 !
I’m on OVH server. Maybe OVH server don’t have all php module enabled for Nextcloud ?

Don’t know since you didn’t fill out the support template. 
I’d suggest checking your browser inspector, just as it says in the template for any web UI related matters:
If the problem is related to the Web interface, open your browser inspector Console and Network tabs while refreshing (reloading) and reproducing the problem. Provide any relevant output/errors here that appear.
