After I created a new user, I use to login using his credentials to setup a few basics (eg mail details) for the new user.
At these first login I am faced with a small intro. I myself don’t need that, but it is nice for a new user.
Any chance to reset a kind of “login counter” to the effect the welcome message will be presented the next time a user logs in?

I think you must modify the Nextcloud database. Read here.

Personally, I would not make any changes to the database for this. I would rather create a small presentation outside of Nextcloud. You can then perhaps also go into the special features of your own Nexcloud e.g. installed apps.
