Purpose of new resource "changelog_server"

yesterday the resource " changelog_server" was added to Transifex.
What is the purpose of it?
Where will it be shown?
Inside the local server instance? Or on the website of Nextcloud?
Do we need two translations of it in german?

There are two kinds (you can see the kind in the “key” attribute of the string):

• regular - this will be shown to the users as little pop up in the files app: https://github.com/nextcloud/server/pull/10110#issuecomment-402813433
• admin - this will be shown to the admins right beside the upgrade button: https://github.com/nextcloud/server/pull/9705#issue-191795343
