I am confused about encryption reading an NC article Is user-key-encryption possible?

Reading this article Encryption in Nextcloud

It states that encryption or not is possible on user level. I assumed that this is not possible. If the server use encryption, everything is encrypted. Is it so or are there a possibility for user-key encryption

Operating system and version (eg, Ubuntu 20.04): 22.04
Apache or nginx version (eg, Apache 2.4.25): Apache 2.4
PHP version (eg, 7.4): 8.1

Server side encryption is only useful if you use external storage. For per user security you must use client side end-to-end encryption. But not for all. Encryption is only possible in Nextcloud apps. Web access only without E2E.
