Is there a peering issue?
Applies to both IPv4 and IPv6. Getting around 100kb/s.

Init7 as ISP.

same for me with Swisscom - likely server are overloaded/throttled after release yesterday

Please see The same problem every upgrade - "too many requests". we are aware, probably just because of the release.
