Summary of the issue you are facing:
When I visit the Administration Overview page it doesn’t show the option to upgrade the server to the latest version. (Or button to verify it is already on the latest version).
List of possible causes I’ve found
- I checked the “Update notification” app is enabled. (See Updates not showing up in Overview Settings - #6 by geodetix )
- In config.php, I added the following line (because it wasn’t previous present):
'upgrade.disable-web' => false,
(see Built-In-Updater via web-Admin-Panel fehlt *solved* - #4 by bb77 ) - In config.php, I saw the ‘updatechecker’ line. I changed it from false to true on the hope that it had something to do with my issue, but no change.

For now, I’m using the command line to trigger upgrades.
sudo -E -u www-data php /var/www/nextcloud/updater/updater.phar
Steps to replicate it (hint: details matter!):

Please provide the log entries from your Nextcloud log that are generated during the time of problem (via the Copy raw option from Administration settings->Logging screen or from your nextcloud.log located in your data directory). Feel free to use a pastebin/gist service if necessary.
Errors all related to the News app.
Web Browser
If the problem is related to the Web interface, open your browser inspector Console and Network tabs while refreshing (reloading) and reproducing the problem. Provide any relevant output/errors here that appear.
