App Store note client

Currently, when trying to download the notes app from the AppStore, it says “The app is unavailable”.
Can you please tell me if it will ever be available in Russia?

I have some “insight” a former maintainer.

Google accounts registered in russia have in general sanctions regarding paied apps, see also: Paid Android apps are not updated

But this message was before the sanctions 3-4 years ago, what else could it be related to ?
