Will the windows client app get also the notice that it cannot upload the ransomeware file? Or does it only work with the Web Client?
As far as I know the ransomware-protection is only implemented in the web-client.

It should be detected by the server. I haven’t tried it yet, there is probably some sort of error in the client. Just rename an existing file to one of these extensions: https://github.com/nextcloud/ransomware_protection/blob/master/resources/extensions.txt
The detection is in the server, yes, it will block the user access (including client) and warn user and admin.
