Why are Activity emails still being sent after disabling Activity app?

I’m running NC 13 provisioned with LDAP users who are receiving email notifications about files being shared with them. To troubleshoot, I’ve tried un-checking all the options in the Activity app for myself (admin user) however I am still receiving notifications about files being shared with me. We’ve also tried disabling the Activity app entirely however the mail is still being generated.

I think the notification emails are a great concept, but in my specific use case, they are not a good fit for the workflow.

How can I disable these notification email entirely?
