Just upgraded to 28.0.0.11 and very frustrated with the Apps screen.
First, in Safari (v 17.1) you cannot vertical scroll the list of apps within the frame.
Second, anytime you click to enable or disable an app, you get a pop over (?) for an unrelated app.
Seems like bad CSS here.

Just updated to 28.0.1 - problem still not solved.
