Not sure what your are after. Occ is part of the standard Nextcloud installation. From the link you provided:
occis in thenextcloud/directory; for example/var/www/nextcloudon Ubuntu Linux.occis a PHP script. You must run it as your HTTP user to ensure that the correct permissions are maintained on your Nextcloud files and directories.
