[Update Failed][v18] Error while upgrading from 16 to 18

Hi all.
I’m having some issue while upgrading nextcloud from version 16 to 18.
When i run
sudo -u www-data php occ upgrade
UnexpectedValueException: The files of the app “password_policy” were not correctly replaced before running the update
Update failed
this error show up. But i have password_policy version for nextcloud 18.0.4 and i don’t know how i can continue my upgrade.

You need to upgrade to NC 17 first. For the manual upgrade, you have to delete the old code first (but not the config folder and not the data folder!). Check the manual.
