The issue you are facing:
I am unable to map an SMB drive using an ID that I have created. If I use ncp, it works perfectly. I have added the new user to the admin group, added that user id to the share, and I can log in to the web page, but no luck mapping it on my mac, windows PC, or android phone on WiFi. If I use WebDAV, I can log on fine, but it is way too slow to use.

The output of your Nextcloud log in Admin > Logging:
There is no reference to a login error.
The output of your config.php file in /path/to/nextcloud (make sure you remove any identifiable information!):
Cant login a root or su as it appears to be in a inaccessible directory from my standard user.
