Two users with one folder, with diffrent permission

Hi !
I have one question, there is any way that i can add two users (eg. User1 and User2) that will use the same, one folder (eg. /home/user) but with diffrent privilages ?
User1 have all acces with write etc
User2 have just read privilages

Not with the home folder, but you can with a shared folder or group folder.
