Two-factor authentication with shared URL

I think that is only possible if you share with Nextcloud users (with 2FA) and not with public shares. Public shares only possible with passwords.

Is it possible to perform two-factor authentication on public shares even with a plugin?

How do you imagine that? For 2FA, for example, you first have to synchronize the token. How is that supposed to work?
