Two-factor authentication with shared URL

I would like to implement two-factor authentication, but is there any way to do it?

I think that is only possible if you share with Nextcloud users (with 2FA) and not with public shares. Public shares only possible with passwords.

How do you imagine that? For 2FA, for example, you first have to synchronize the token. How is that supposed to work?
