Summary of the issue you are facing:
I’ve been seeing this same symptom since version 31.0.9.
In version 31.0.8, when a user created a public link to a file, the activity log showed that the user created a public link to the file with the file’s name. Now, in version 32.0.2, it only shows that the user created a public link to the folder, not the file.
