I just installed the nextcloud 11.0.2 and wanna ask if its possible to ajust the available download and upload speed of each user?

Access is done via your webserver. You can probably use:
https://httpd.apache.org/docs/2.4/en/mod/mod_ratelimit.html
Now, I’m not sure how you could link the settings to a specific Nextcloud user…
