Slow upload speed on DietPi

Hello all,
i’m actually using the optimized Nextcloud that you can install directly in DietPi.
I’ve installed it in a fresh installation on a Native PC after few experiences on Raspberry Pi where the SD card dies quickly.
Actually the files are stored in an external HHD, connected via USB to the PC.

The question is: Why is so slow the uploading of the file? I’m talking of 1.2 / 1.3 Mb of uploading speed, also if i have 1000Mb band via optic fiber ( the last part is on copper ).

The strange thing is that in the begginning of the sync process, the speed is of around 100/80 Mb/s and than slows down to 1.2/1.3Mb. Sometimes i’m uploading at "some"Kb/s.
