Note while testing: sharing to groups does not work.
Installation: Clean dedicated Ubuntu 16.04 64bit VM.

The best thing to do would be to file a bug at https://github.com/nextcloud/server/issues/new This is where the developers keep track of bugs and feature requests, and is far easier for them to organize and track than random forum posts here.
That said, is anyone else seeing this issue?
OK, sorted it! Not a “bug” as I thought. But you can’t share with a group if you are not part of the group. EVEN if you are ADMIN!
Do you have the “Restrict users to only share with users in their groups” option enabled on your admin page?

Well, if you’re an admin, why not just make yourself part of the group?
