Request for tender, budget up to 75.000 €: Nextcloud server improvements

Details and bid through German public tender portal: https://www.subreport-elvis.de/browseVerdingungsunterlagen.html#ELVISID:E33873881

This is just a non-binding overview. Binding are the documents in the tendering portal. Preview of all relevant documents is possible without registration.

Budget: Up to 75.000 €

Target is contribution to Nextcloud server main source code, alternatively maintenance for 6 years.

The request for tender will be open for bids until the 11th of March 2025.

The main „Leistungsbeschreibung / Statement of Work“ document is in English. The remaining ones are default terms and conditions that are only available in German. In particular, also consider the „Bewertungsmatrix“ (evaluation matrix) document that strongly favors bidders with previous Nextcloud experience.

We can answer general questions about the tendering process directly. Questions regarding this particular tender can only be answered through the tendering portal to ensure that the same information is available to all potential bidders. You can ask them directly and we can start preparing an answer, but answers can only be provided through the portal once you have submitted your question there. We will make sure that you get quick feedback that way.

Even if the German public tendering process is unfamiliar to you and may seem complicated at first, I’d like to encourage you to look into it and consider placing a bid if you find the features described in the Statement of Work interesting. The default terms and conditions are a bit verbose, but with translation tools you can get an idea what they are about. Most relevant info for this particular tender is in the „Leistungsbeschreibung / Statement of Work“. I hope that the available budget justifies the overheads of the tendering process!

If you think someone else might be interested, feel free to forward this! The team at Forschungszentrum Jülich and I look forward to your questions and bids, and will help you with the process as far as possible and allowed.

With best regards,

Dieter Weber

Even as native speaking german it was hard to understand anything besides the technical requirements. This is awful. Do you realy need to be a lawyer or something just to place a bid for tender?

I understand what you mean! Unfortunately we have to use these default terms and conditions. From what I understand, for this relatively simple and small project it boils down to a few rather simple points that will be relevant in practice. I’m happy to hear that at least the technical requirements are clear for you! That’s the part I wrote.

Yes, navigating such contracts and placing successful bids that fulfill the formal requirements is a skill in itself, which also explains some of the difficulties with public sector procurement.

That being said, we have a real interest that our problem gets solved in the best possible way and that we receive good bids that lead to good results for all sides. If you are interested, I can put you in touch with our procurement department, who are very helpful and also eager to receive good bids. I’m sure that they will be happy to explain everything and provide every help they can.

…and to add, this might be a good opportunity to “dip your toes” into that business sector. Knowing where to find requests for tender and how to place good bids can be a competitive advantage!

Thank your for your awnser, but i think, after carefoul concideration, i’ll pass. It just takes up to many ressources to place a bid. Finding oppertunities in the private sector is much easier.
