When I fire up Next cloud icon on Windows 10, it asks to register provider. Who am I registering with? My local server? Or nextcloud.com?

you can register a your new cloud at any provider offering Nextcloud instances.
If you run your own server you should enter the connection parameters and connect to your cloud. Nextcloud.com ist not offering hosting services.
That explains it. Thank you! I am running my own server.
I have yet to figure out how to change users on the windows client. Probably just did not look hard enough, or considering how well this is done, I looked too hard, was probably right under my nose.
