Prevent users create home folders and sshared space quota

Hello, i am trying to set up two goals in a nextcloud i set up.

First is to prevent users creating personal files and new home folders. They have to create content in preexisting shared home folders.
Second is that i dont want to set up specific user quota but a global shared one

Is this possible ?
