Permalinks don't work with files (owncloud #11732 not implemented while mentioned in NC10 features)

Hello,
In the NextCloud 10 Features (https://github.com/nextcloud/server/wiki/Nextcloud-10-Features) , the owncloud issue #11732 is referred to be implemented.
However (currently using 10.0.1) the permalink (local link) only correctly leads to a folder. The local links of files lead to the folder where the file resides.
