Using CLI to set email value for local backend account’s type not working.

At first I would install the missing PHP module to make sure the issue isn’t a side effect.

Step 2 looks wrong to me, it should be:

occ user:setting layla settings email "new-layla@example.tld"

Nextcloud 19.0.13.1 is end-of-life since 2021-06. You need to upgrade your installation.
