Notification bell, but no notification message 18.0.7

Hello,

i manually installed 18.0.7.1 manually using the web installer because automatic update from 17.0.2 never worked. Installation failed at first, but the second attempt was successful. Now that it is up and running, i see the notification bell like this:

but when i check the notifications, there is actually no real notification text.

The bell is always visible.
After new notifications a red bubble is shown as a overlay to the bell.

Yes. Sorry if that was not clear, but there is a red dot in the bell, indicating that there should be some new notifications.
