To enable guest users access to a conversation, you have to enable it in the conversation settings. Once a conversation is open to guests, it is open for ALL guests.
But to restrict this, you can protect the conversation with an extra password. And finaly, one can ban users from a conversation:

so the answer to your question “Can I restrict Guest User to one conversation?” is YES!
