Not sure I understand you correctly, but these files are created by the Nextcloud desktop client and contain the sync database. They should belong to the user that started the Nextcloud desktop client.
Are these the only files? I also have (as you can tell, I’ve been using this software for a while )
Can I delete these files or are they still used? (as you can tell, I’ve been using this software for a while )

is it possible to set something somewhere so these files including .owncloudsync.log are not getting generate on local FS? Its bit messy and i am not aware that google drive/ dropbox clients are creating similarly such “temp” files…
