The issue you are facing:

I have come to the conclusion that this is probably a role that needs to exist in addition to a Super Admin or a Group Admin. My specific use case applies to external storage mounts and Active Directory but perhaps it applies to others as well. I’m curious what the public opinion is on this and whether someone has a cure for it?

Essentially I want a role for an administrator that can decide “who sees what”. They only have permissions for sharing all files and folders or at least all folders. They should not have permission to read / download or edit any of them unless there is underlying permission given to them to do so ie; through Active Directory. However, they should still be able to control sharing.
