Nextcloud file download bigger then 4MB error and PDF Viewer Problems

Installed on VM
PHP version (eg, 7.4): 7.4.3

Hello Community,
I have the following problem (Error exists since two weeks):
Downloading files from my Nextcloud that are larger than 4MB fails. No matter from which browser. When viewing files larger than 4MB I get the following error message:
PDF.js version 2.9.359 (build: e667c8cbc)
Message: network error

I can download all files under 4MB without any problems and view them with the pdf viewer.

There are no problems when uploading

Which logs are needed for the analysis?

Is that in general independant from file type? Or only PDF?

It affects all file types.

I also noticed that my login background is no longer visible
