NC is synchronising whole folder even if all content is present

hi all. please i need help.

even the folder is with almost same content NCclient is downloading all my files from server . i did try to change owner to www-data, myuser, root but same situation, even try chmod 775 and 777. i did reconnect this folder after encryption of external disk iwth LUKS during installation of last ubunutu desktop 18.

today i tried unlock files on mariadb with command "DELETE FROM oc_file_locks WHERE 1;
" but i din not helped… thanks for any idea

so it has something with right because each time i moved folder to another created nextcloud downloading whole again again as it is first time. thanks
