My office still has ribbons – why?

After update to NC23, the UI of nextcloud office should have been switched to menus (in contrast to the formerly used ribbons). Now, some users really get the new “menu” layout, but others still have the ribbons-UI. This is regardless of whether this is an old file or a newly created one.

How can I switch to the new “menus” layout for ALL our users?
