Limit tag creation to administrators (or certain groups)

Is it possible to limit the creation of tags only for certain users/groups?

It seems that when you create a tag is visible for any other user in the system. With thousands of users this could be a nightmare.

Lock the creation of Tags

Hey, we are using Collectives Tags and I couldn’t find the option to lock the creation of new Tags. So the idea would be that only admins can create Tags and users are only allowed to assign them. Is this possible somehow? Thank you in advance, Julian
