Summary of the issue you are facing:
tldr; AppConfigTypeConflictExceptionConfig value core/encryption_enabled is stored as boolean but was requested as string when opening the security settings.
I cannot access the Admin security setting in my Nextcloud install.
The page does not load and I get an error in the logs, see bellow.

I could not upload or download from my instance and was shown an error related to the encryption module. I updated the module and thereafter I was met with this error.
Steps to replicate it (hint: details matter!):
Ofc I do not have several Nextcloud instances to upgrade so this is the course of event.

Enabling or Disable any App Related to encryption does not resolve the Issue.
