Is it normal for the nextcloud server log file to be very large?
Can one use rotate log or clear this file from time to time?
What would be the recommendation?

I don’t know how old that logfile is, but if you have set loglevel below “2”, the logfile bloat fast.

After reading the documentation as said by @ernolf , you can also simply delete the nextcloud log file
depending on where you set it to be stored inside config.php …
Probably a good time to glance at recent log entries to make sure something isn’t broken you were unaware of (so far).
You could set a size limit in you config.php and do all sorts what you request
