Yes, autoupload is broken on iOS. It worked fine only few weeks ago. I took some photos for online auction in March and they uploaded by the time I walked over to my PC.
Today, it has been over 30 minutes since I took some photos, I’m home, on WiFi. My uploads folder says there was activity 5 minutes ago, but no photos are actually uploaded.

Wait, I can’t even upload manually… oh god… I tapped on Transfers and there are thousands of images queued up for upload. What the hell? Looks like the stupid app decided to re-upload my entire roll after the update, for some reason, and it’s stuck. That might explain the unusual battery drain for the last few days.
So I disabled auto upload and it stopped, so I was able to upload photos manually. Then I turned Autoupload back on and it works again.
So it looks like the app, after being updated, tried to redownaload the entire roll and it was stuck, so during this time it was unable to autoupload anything.
I’m getting so tired of issues with Nextcloud… server updates breaking stuff, desktop client updates breaking stuff, now this.
Unfortunately, I have to agree, that’s pretty annoying…
So it managed to re-upload about a year’s worth of images and they were all duplicated, before I stopped it. I had to restore them from backup, they were too many to delete by hand.
It seems it’s not working in Android app either

Quite annoying even in the current version on iOS still does not work.
It is incomprehensible to me how you can no longer have such an essential function…
PS: I was probably a bit too fast just realized that it probably works now, hopefully.
