Currently iPad OS has a rather poor photo annotating functionality.
I filed details here:

I’ll pay $200, if you can submit merge request, which will fix these issues.

Ideally, the solution is to switch to the native iOs photo editor, but improving existing editor may be acceptable, too.

Issue resolved.

Now, it all can be done via “Files” iOS App and that will use iOs native annotation (“Mark Up”) tool.
