I can’t find a way to add the retention plugin to users

From the documentation of the app, it looks like some features are available only for admins. I haven’t tried it myself, but just reading the documentation it’s not 100% clear for me.
Regarding the “flow”, there is a part that can be done by users because there is the option to disable it:
