How to find and access an offline file in the Files app and other apps?

If I make a file available offline using the iOS client app, where is the file stored on the phone and how do i access it with other iOS apps? I made a Keepass password file available offline, but when I open Keepassium, I can’t find it and I don’t know how to load it.

I can’t find the offline file using the Files app, though I do see a (WebDAV?) location for the server in the app.
