I would like to set a limit for users but can’t find the settings. Where can I find the settings?

You can put on certain restriction with sharing (sharing part) and also to which extent users see each other (auto completion).

I’m not aware of any software limits regarding the number of users per setup or the number of users per group. If this is what you want?

i want that users can only do 5GB and not the full 1TB

Click the admin icon in the top righthand corner and choose Users from the drop-down menu. You can then click User management settings bottom left and change Default quota to 5GB.
I don’t think you can change quota per group, if that’s what you’re after.
