Hi,
I am trying to migrate my NAS into the cloud. To do so I am searching for a hosting provider which offers a managed NextCloud instance with Shell Access, so that I can run my bash script using ExifTool to sort my photos automatically.
Does something like this exist? Currently I am trying Hetzner, which is great but does not offer Shell access.

I think the combination of Managed Nextcloud and Shell Access is difficult, because with a Managed Nextcloud the provider takes care of the Nextcloud and only allows the user certain freedoms such as the installation of apps.
Do you already have a Nextcloud or a free Nextcloud account somewhere? Can you upload a few of your pictures there? Nextcloud should normally recognise the EXIF data and possibly sort them according to this.
I do have an account at Hetzner right now. And uploading pictures from the iOS App does also work (also with the creation of folders). Unfortunately the format does not match my wishes. I have 100.000+ pictures sorted since 21 years and I am not ready to change the format 
This is why I would like to keep using the Script which i wrote for my NAS.
Are there other good and cheap providers where I don’t get a managed instance, but a server where I can install NextCloud? I definitely need ~1 TB.

You could obviously use a VPS and add block storage, or you could use a dedictated server, but both options probably won’t fit your definition of cheap. 
A cheaper option would be to use a small VPS and then add a Storage Box as an external storage: https://www.hetzner.com/storage/storage-box/
As for managed Nextcloud providers, I doubt there are many that offer shell access, and if they do, it would probably be limited access, e.g. to run occ commands.
