Could you explain a bit more what you have in mind for that? Also why only GSoC for the Talk App?
This is actually for the Nextcloud Files Android app @NinaNC 
@Krischan it means that we want to be able to browse the file, making files not available offline less appearant, store operations to be performed when you get online, etc.
