Group admins can't see disabled users anymore?

Nextcloud version : 28.0.1
Operating system and version : Debian 12
Apache or nginx version : 2.4.57
PHP version : 8.3-fpm

The issue you are facing:
Group administrators (as in, Nextcloud users that have permissions for managing a specific group of users) can’t see “Disabled users” anymore.
Clicking on “Disabled users” shows an empty list.

Is this the first time you’ve seen this error? : Y, it worked at least in Nextcloud version 25.X

Steps to replicate it:

  1. Create a user, give it a group membership, disable the user.
  2. Log in as a group administrator of that same group.
  3. Click on “Disabled users” in “Users” : list is empty.

The output of your Nextcloud log in Admin > Logging:
No errors logged

As of my understanding, this shouldn’t be linked to config files, but I can provide additional information as needed.

EDIT : Note that the admin user can see disabled users.

Same problem here. And it doesn’t depend on how / why the user was disabled like wrong logins, etc or you yourself disabled a user as group admin. You never ever can reactivate disabled users and have to please the “super admin” to do. Very bad idea :frowning:

Nextcloud V28.0.3 with nginx (don’t know version…)
Sometimes more is less… Same problem and…
Downgrade to php 8.2-fpm (and php 8.2) should resolve this problem…
I always keep last version available and choose it with this command :

toto@SRV:~ $ update-alternatives --config php

if it is still available (not uninstall yet…)
