Form with File Upload Capability

I have the following requirement: A user should only be able to upload files when it also filled out some specific form.

Is this possible to solve with Nextcloud Forms or any combination of other Nextcloud apps?

Other than that, I am not sure if there are any tools that offers that capability.

The feature has been merged on 2024-06-08, so it should be available with the next Nextcloud Forms feature version 4.3.
