In general: yes. You only need to buy support subscriptions if you want support.
There are some limits due to licensing, e.g. when you make modifications to the code, you must publish it: https://nextcloud.com/pricing/#faq
For some additional features, that can be different. Collabora Office had some limits in their images but even there you could build the images yourself without user limits.
