Summary of the issue you are facing:
I don’t believe it is a Photo’s app or wizard issue. I also don’t believe it is a file permission issue. But I do think it is some kind of more general “sync” issue because none of the apps seem to be usable and there is seemingly no persistence.
Steps to replicate it (hint: details matter!):
- I apologize if I’m not giving enough info, but it is on every login for any user with the wizard coming up after every click to a new page.
