Files/Folders created in web not syncing to client

The issue you are facing:

The output of your Nextcloud log in Admin > Logging:

The output of your config.php file in /path/to/nextcloud (make sure you remove any identifiable information!):

The output of your Apache/nginx/system log in /var/log/____:

Operating system and version (eg, Ubuntu 16.04): NextCloud server is Gentoo, client machines are win10.
Apache or nginx version (eg, Apache 2.4.25): Apache
PHP version (eg, 5.6):

I don’t currently have the versions or the output information available, will update with that info later.

Can you reliably replicate it? Login to web, create new folder/file under an already shared one. Open sync folder on client newly created is not there, but everyone who is part of the share can login to web and see it.

Version update:
Gentoo- kernel version 4.11.5
It is nginx not apache, no version info yet.
PHP version: 5.6.30
Postgres (database): 9.6.3
