File Drop (Upload Only) - Users cannot upload files more than 25MB!

Users cannot upload files more than 25MB in size.

My post max size is 200M
Memory limit is 512M
Upload max size is 200M

Why so??

Is it just for file drop or is that for any upload via webinterface?
