I’m wondering if there is an application that notifies me when any user downloads any file in nextcloud.

Hello @groznik, welcome to the Nextcloud community! :handshake:
in fact notification about downloading any file would be somewhat too much but yes NC notifies you if a shared file is downloaded. for full trace see auditlog
