External storage: allow non-admins to create folders for external storage

Operating system and version: Fedora 30
Apache or nginx version: Apache 2.4.34
PHP version: 7.2.18

I’m new to Nextcloud but so far it working very well. The External Storage is going to work great for our group, using SMB/CIFS. So far it is all working well.

I would like to be able to enable multiple “Staff” users to create user accounts and create External storage links to share folders with specific users. I can enable members of a particular Group to create user accounts, but I’m not finding how to enable them to create External storage.

Is this possible (web, occ, hacking PHP) or do I have to put all the staff in the Admin group?
