I would like to use Passkey for my NC account. I run my own server, but have created other users on the server. If I activate Passkey support on the server, do all users on the server have to switch to Passkey or is it up to each user?

There is a Passwordless Authentication following the FIDO2 standard. That works quite well. It is up to the user what he want to use.
But.
Since you are still using in parallel username and password - I think - it makes sense to have 2FA enabled to protect your account. If 2FA is enabled, you have it enabled for all authentication methods, even for Passwordless Authentication. That makes it a very odd sign-in process.
